DTCI collaborated with Steve Hayto of S5 Services on a study for BC Ministry of Transportation and Infrastructure Commercial Vehicle Safety Enforcement to provide recommendations for improving the ability of the province’s National Safety Code rating system to identify commercial trucking firms at high risk for accidents. The scope included estimation of the statistical relationships between violations and accident risk as the first step in redesigning the system for evaluating carriers’ safety performance. A sophisticated binary logistic regression model was developed for this purpose. Options for changes to the existing point rankings for violations, and thresholds for regulatory intervention, were developed. These options were evaluated based on their impact on the selection of carriers for interventions, and on the resources required for enforcement. Based on this analysis, recommendations for improving point rankings and intervention thresholds were submitted.
