This project for the BC Ministry of Transportation was a review of the performance of provincial pavement marking operations since outsourcing in 2004.
The scope included analysis of the structure, conduct and performance of the sector, benchmarking of performance against other jurisdictions, quality control and enforcement mechanisms, and recommendations for redesign of contracting processes to improve performance. The recommendations were successfully implemented in the subsequent tendering process.
