DTCI led a team including Wave Point Consulting Ltd., S5 Services and HB Lanarc in this project for the BC Ministry of Transportation and Infrastructure to assess options for improving the effectiveness of contracting processes for highway maintenance services. The objectives of the project included evaluation of the structure of the highway maintenance market; identification of options for improving efficiency through minimizing costs while maintaining service quality under a private sector delivery model; and identification of options for maintaining competition in the industry. The project included an assessment of cost drivers for highway maintenance services in BC; an assessment of industry structure, conduct and performance; consultation with existing contractors and other stakeholder; comparisons with highway maintenance outsourcing experience in other relevant jurisdictions; and recommendations for methods to reduce costs for BC MOTI highway maintenance contracts.
