In cooperation with Jonathan Seymour & Associates, Mr. Davies participated in a project for Prince Rupert Port Authority to examine the competitiveness of current docking tug arrangements at Prince Rupert, and to recommend options for reducing costs.

The scope of the study includes evaluation of existing costs and service levels at Prince Rupert, benchmarking of costs and services at competing West Coast ports, and examination of potential actions by the Port Authority which could reduce costs of shipping through the port. One potential solution is tendering of an exclusive docking tug franchise by the Port Authority, and the study includes an assessment of the experiences of other ports around the world in exercising this option.
